Many digital hardware design engineer jobs require "tcp/ip, ethernet" skills?

I have seen many jobs related to FPGA design or embedded systems design that require TCP/IP and Ethernet skills. I am just curious as to what that involves.

What exactly is a person supposed to know in this case and how is it applied?
