Making EOG from nothing.

Hi! I found EOG instructions in this site https://makezine.com/projects/eyeboard-electrooculography-eog-system/ , however I do not have knowledge of filters. I bet they are something that is thought in the beginning of studies, but I don`t want to wait that long. From reading instructions, it seems to me that filters are basically combination of resistors and capasitors. Is that true? Also, this "operational amplifier" is something new to me. Same was "instrumentation amplifier", but website gave technical data, so I could find one on shop. This op amp I can`t, sadly. Can anyone help by giving me a short definiton of op amp and filter and, more important, most common technical data about them so I can find ones in shop?
