Did you read the title page keywords?
- next generation core voltage
- biological voltages
- test systems

To refer only to first one, it's about processors e.g. for PCs and smart phones. They are about to approach 0.5 V now.

How ?
i think it work in 3.7V phone.
then how will processor will operate?
and then all processor will be replaced?
how electronics is becoming small?

Read more about design of modern electronic devices and especially processors. Core voltage is not overall supply voltage. It's the supply used by the active processor core. Using e.g. 0.75 instead of 3 V processor voltage reduces the power consumption by a factor of 16.

The voltage regulators discussed in the video are the link between high battery and low core voltage.

ok, how they design such a low voltage ?
will it be converted to 12V to 0.7V or from 5V??

It's designed like any other step down voltage regulator circuit, e.g. SMPS, linear.
