low frequency vco

hi,now i need to design one low frequency vco,vdd is 2.5v ,output signal frequency is from 500kHz to 100MHz. i used a ring of single-ended current steering amplifier(csa),now in my simulation ,only when Vctrl=0.3v the frequency of output is 500KHz,but this vary with technologic conner.
can you help me how to design the ring to get the right frequency?

by the way ,how much is the power dissipation almost this kinds of vco at Vctrl equate half vdd?
thanks!
