I am looking for ASK transmitter around 10Ghz ,that can work on very low power (3V, 1ma). I don't need a lot of power. Is it possible to get it or there is a theoretical problem.
If it is possible where I can find material about it?

Have you looked at Hewlett Packard's range of microwave devices?

I've attached a datasheet for a 10GHz oscillator FET that operates quite comfortably at 3V, 1mA. Drop this part into a standard ASK circuit, and you're done.
