Hope the instructions, calculations and guidance found on the web work; am building one for the new U.S. television spectrum.
How is the gain increased for a discone ?
 

The gain of a discone antenna for entire operating frequencies is around 0dBd (faithfully).
There are many things that can affect the gain flatness vs frequency, especially the design of the feed point of the antenna, including the isolator between the disk and the cone.
 

You will find many old TV antenna designs for that UHF TV band. Most are directional, and that is where the gain comes from.
