AFAIK, TCP/IP is a software protocol.
Ethernet controller is implemented in hardware not the TCP/IP

After you implement the Ethernet controller in the hardware, you will need to port a TCP/IP suite to your platform as well as an Ethernet driver.

There are several options, but check out the following package that will get you started in the right direction:

IwIP

As far as the hardware you'll need to select some core depending on your application, check out:

OpenCores

FPGA4Fun

Here again they may not be best suited for your application, but they will get you started in the right direction.
