To design a board with FPGA, you need the knowledge in board designing. And you need an idea about the FPGA boards.

I suggest you go through the FPGA development kit offered by Xilinx, Altera, Actel, Lattice, etc. To get the detailed information about the FPGA boards, you go through the manuals of the above mentioned FPGA development boards.
