Hi
I am running a circuit with +5V. Is there a DAC that will provide +1 to -1 Volts at 10 bits and an ADC to convert this +1 to -1V to a readable value?

Regards

Just add to your circuit a voltage inverter (charge pump or other) and use a any bipolar ADC/DAC. Or use a level shifter... Search in analog room for more on level shifters (need Op-Amp to do it, so my advise is on voltage inverter: TC7660; ICL7660; MC34063; TC1121..)
