I am looking for circuit for 5 KHz tone burst decoding, any input is welcome,
 

Hi,

I think you need a PLL !!
Try looking at LM567 VCO chip and its applications.

You can design a BPF for 5KHz, followed by a rectification circuit and a comparator.
Whether this solution will work for you or not, depends on the type of background against which you are trying to detect the tone.
