What library among CCS, ECSM, NLDM is recommended for 28 nm or 40 nm technology and why? Is there any difference between CCS and NLDM models in terms of load capacitance?

In term of load capacitance that should not have any difference.
The improvement made by CCS & ECSM versus NLDM is the accuray of the delay/rise description.
The NLDM is not recommended for these lower corners.

The CCS and NLDM describe the timeplate with list of point to allow the backend tool to reconstruct the waveform.
The NLDM, only provide a table.
