LG TV that will not turn on

I have a 2003 27 inch lg tv that will not turn on. I have tryed unplugging it and plugging it back in. I have taken it apart and checked the fuse. and everything seems to be to be ok. I have cleaned the dust off the curcit board. but nothing seems to work. I have heard that you can update by hooking up to you're pc but my tv is so old it does not have a SIID plug in. Any suggestion on how to fix?

Hai did you checked whether the SMPS is working well ?
Is the Power led ON/OFF ?
if the power LED is ON .Please check the H-out Transistor .

check to see whether the tv is in standby mode from the remote control
then check the power supply section output voltages, if they are OK then check the horizontal output transistor

What you mean by not turning ON?.
The power supply is not turning on or the the TV picture is not coming ON ?.
Do you have some electronics experience?
