lg studioworks 45v monitor isn't turing on

hi guys i need repair a lg studioworks 45v , but the power supplay is working the power led isn't on i'm not ssure about the voltage in the transformer's secondary because in the pin number 14 it appears 0 volts if know about this problem can you say me or if you have the squematic please send it thanks for you help
