LED display circuit for accurate reading of voltage

Hi

does anybody have an idea about an LED display circuit that read very accurate voltage, to the decimal, and that can read the dc voltage from an lm317t up to 38v
 

Power suply unit

its simple
1> ADC
2> Microcontroller
3> Led driver
4> LED

5> a simple program...

Use ICL7107 IC from Intersil. Or a pair of CA3161+CA3162.
Get and read their datasheets.
