LDO LM1085 alternative? Power supply for GSM module

Hi boys,
I need LDO IC to my new design, for SIM900 GSM module supply. LM317 is poor, so I found LM1085. I need DPAK - TO252 package, but local supplier dosn´t have it. Price on farnell is very high. I need LDO IC with input voltage min 16V and adjustable (4V) output with 2-3A peak current in DPAK.

My price idea is about 2-3 USD / pcs with 200pcs order.

Can you help me, anybody?

With a linear regulator, at 16v input and 4v output at 2A, you would be dissipating 24W of heat, do you have a heatsink for that?
You need a switching converter, and that is hard to do for 2-3USD.
