you can improve your R&D skills by working under a professor of some reputed university or by doing some mini projects in a company(internship).
first you should decide in which field you want to develop, since you hav done diploma in EC , there are many fields in EC like VLSI, wireless communication, etc. In my opinion first you find out where your interest lies and then proceed.
