Laptop or tablet as laboratory measuring devices

Can anyone help me design a device which will allow a laptop or tablet to operate as an oscilloscope and a spectrum analyzer?

There are a lot of USB devices out there that does this function (more for laptops than tablets). Just pay attention to the interface, operating system support, and drivers.
