Is 250v is dengerous for laptop adaptor?

Laptop adapters have declared input voltage written on bottom side of adapter, you should respect that input voltage range. Usually all new laptop adapters support both 110V and 220V mains standards.

250V is upper voltage limit for 220V mains sockets, and probably you will have more generated heat from adapter or you will have dead adapter if that adapter have bad chinese parts.
