FT is enough to describe the properties of the communication systems with the use of the integration kernel exp(-j*w*t) (purely imaginary exponent) which produces the frequency components.
However, in control theory the transient phenomena also matter. The inclusion of these phenomena is achieved (Laplace transform) with the use of the generally complex (not purely imaginary) exponent in the integration kernel exp(st)=exp[(a+j*w)*t]. The real part of the exponent is present to include the damping phenomena.
