L298 Getting extremely hot

Problem solved. Two tracks hade been swapped.
 

what do I do with the current sense pins if I don't want to use current sensing ?

Do I leave them floating/N.C (Not connected) or do I ground them ?

Note that I have currently grounded these pins.

After looking over the datasheet, I can't see any reason why the circuit would overheat with the connections you said you have.

Are you sure you don't have a diode in backwards?

As for my other ST chip L6206, the chip was burnt inside and it was also becoming very hot right after power on.

Never float the current sense pins, rather connect those in power ground directly.

Oh.. what wattage the current sense pins can we use ? For small 12v motors @ 500ma
