IVR using voice modem from USB GSM Dongle (3G)?

We are a small start-up. We want to setup an interactive voice response system for our new company.
There are numerous IVR solutions available in market who say that they support voice modem (which exists in most of the dial up modem). Now voice modem is also present in 3G GSM USB sticks, even windows recognizes it. But the problem is these IVR software are not been able to add/see those dongles.
I've tried Voicent, IVRPhone, Teleflow software so far with no success. There's a lot of help available on how to design IVR but not much on the hardware side.

VOIPs are not available/practical in India and also we don't wish to invest in PBX system.
Cellular service is more reliable than landline that's why we are trying GSM/CDMA linking to an IVR software from the start. This IVR will be very light, meaning we are not expecting more than a dozen or two calls per day. Also unlike old dial up modems these 3G usb sticks provide excellent voice quality.

What can be done to setup the IVR in the least expense?
We can program the stuff if needed but currently we are lost because of no direction.:-D
