Voltage created by the thermocouple is fed to the non-inverting input. (I cannot tell whether it is positive or negative, therefore I'm not sure whether the output is positive or negative.)
It appears that the op amp is set for a gain of 100.
Rg adjusts the output voltage up/down.
The capacitor reduces high frequencies, which presumably is noise.
