You can get evaluation version of MDK (Microcontroller Development Kit) on Keil Embedded Development Tools for ARM, Cortex-M, Cortex-R4, 8051, C166, and 251 processor families.. It provide development tools for ARM.
It has a lot of other resources also. But it is not a open-source.

Perphaps you can try Free and open ARM Cortex M3 and Cortex M0 embedded development tools
It provide free and open sources for Cortex m3 and m0 series, inlcude Nuvoton NUC1xx, LPC17xx, etc.
CooCox provide free software for Cortex m3 and m0 series, in CoIDE, you can share your code and example to others. All the components and examples on CooCox are free and open.
