The example circuit posted has no pre-emphasis so it will sound muffled without treble frequencies on an FM radio. It has no voltage regulator so its frequency will change if a battery is used and it runs down. It is mono, not stereo.
An FM transmitter does not use a fixed frequency carrier like an AM transmitter. The modulation is used to vary the frequency of the carrier on an FM transmitter.
