IS IT POSSIBLE TO CREATE LIBRARY FROM EXPEDITION PCB

We have only the expedition pcb file and no library and no design capture..So is it possible to create library from expedition pcb.
 

You can export the cells (footprints), but not the schematic symbols or the part information
