is the fm radio in mobile phone is software defined radio?

First,have HW design this Fm radio,then the S/W can support it,

No..its a digitally tuned radio controlled by a firmware.
 

I don't think so. Software defined radios need to capture the RF signal at full bandwidth, no down conversion to baseband. This requires a beefy, high-speed A-D converter up front, and a lot of DSP horse power to do all the down conversion and signal processing in hardware.. those expenses wouldn't make sense in an extremely price-sensitive device like a cellphone.
