Is cell certification such as PTCRB required for product that is not sold?

I am designing an embedded product that contains a micro controller interfaced to a cell module (Telit He910). The product will not be sold to any third party; it will only be used by employees to perform a service.
I have a number of questions regarding required certifications:

-Is PTCRB required if the product will only be used in Canada?
-Is PTCRB required if the product will not be sold?
-Is there a fine associated with operating devices on a network that are not PTCRB certified or is the only concern that the network will potentially kick the product off the network?
-Other than PTCRB is there any other required certifications needed to operate in Canada?
-Other than PTCRB and FCC is there any other required certifications needed to operate in the US?
