Are you familiar with electronics?
you just need an IR transmiter (IR led+resistor) and an IR receiver (photodiode or phototransistor) then connect that to an RC circuit to make the light connected next dim.
It can also be done using PWM circuit

To design the circuit you must specify
1) which sensor to use (photodiode, phototransistor...)
2) what is the type of light?
3) Do you want a variable dimmer
