IR-Drop Analysis in Encounter: Requirements?

Hi,
I have a fully placed an routed design loaded in Encounter and want to run an IR-Drop/Rail Analysis.

When running "Early Rail Analysis" with options static, net vdd chosen and one vdd pin location the result tells me that all values are in the the highest range, 8, without any drop. I don't think thats a reliable result, I also removed all (except 1) power stripes and decap cells to see any effect, but I don't get one...

What are the requirements to run this analysis? Do I need to create power-grid libraries for all of my standard cells (and therefore a eps license) ?

IR drop analysis with early Rail, is very simple.
You only need to define the source point, and personnaly I define the worst current.
And that's it.
