Do we need to set IOSTANDARDS for clock pins as well like LVCMOS18 ?
 

You set it to whatever standard the input clock is or whatever the output clock needs to be. I don't understand the confusion...

Of course. When doing pin-assignment and choosing IO standards a clock is like any other I/O.
