Interfacing stand alone UART to communicate with each other

Interfacing UART

I need to know what type of stand alone UART IC could be used to communicate with each other and how i can do it. I cant seem to find which IC could do that. By using a stand alone UART ic i would not need to use any sort of programming.

What type of uart? rs232 standard?
rs232 5v uart? 3.3v?

SCC2691 Universal Asynchronous Receiver/Transmitter (UART) is a single-chip CMOS-LSI communications device that provides a full-duplex asynchronous
receiver/transmitter. It is fabricated with Philips Semiconductors
CMOS technology which combines the benefits of high density and
low power consumption. I need to make both the ic to transfer data via rf. By viewing the datsheet it seems it does not requiers programming, a litlle assistance it how to hard wire them.
