how do interface arm7 microcontroller to the pc

hi!
i am working on a project where i have to send sms through a PC. An ARM microcontroller NXP 2144 or 2146 is to be interfaced with the PC and a GSM module (wavecom 2686)...i am new to this microcontroller field....can someone tell me how do i interface the microcontroller with PC....i mean how do i design the hardware to be used with the ARM..or do i have to use an ARM board?....pls tell me the design steps....initially the sole purpose is to send sms...once this is achieved i will add sound interface to the system.....
