installation problem of NCSU libraries for Cadence ic5.0

i have been able to successfully setup all the variables for cadence ic 5.0. However i am trying to install NCSU libraries and I get following errors

Can somebody post a way out of this.

what is the NCSU.is it important?

dont run the perl program directly,read the readme file!
