Initial programming of external flash

i have a pic24 board with epmp interface. And i'm connecting to the parallel flash through it. But i need to load flash with constant values prior to program and run pic. I have SST39LF400A flash which has an 16 bit data and 18 bit address interface with seperate write, read and chip select lines. Are there any way to program it before mounting on the board. If not i need to program and run the pic several times. First to load the flash and then for the real program. Thanks in advance.
