Use a motor generator or AC-DC-AC solution with solid state.

I use a PCR 1000L which can output AC voltages from 1-260V with F up to 1KHz. Will also do DC output to 50% of the AC power rating. These older models can sometimes be picked up at good prices from eBay or the like. It is perfect for testing aviation stuff at 400 Hz.
