How high frequencies like 1GHz is implemented in oscilloscopes , which kind of processor process that high frequency ?

I presume, that you are talking about real time sampling instruments. The analog and digital signal processing of these instruments is mostly performed by manufacturer specfic chips (ASICs). Processors are used for user interface, offline data processing and data communication.
