implementing an ARM in an FPGA - whats the cost in Italy?

FPGA in Italy - for ARM

I've to implement an ARM in an FPGA. The probelm is the cost!
Which is the lower cost and minimum FPGA to implement it?
Where I can fint such FPGA in Italy?

@ltera actually has a device Excalibur that contains a hardwired arm 9 processor. Excalibur is evolved from Apex family. I would say Apex or Stratix might be a good choice for you.
 

FPGA in Italy - for ARM

Oh,I think it must expensive,a really arm chip may cost fewer.
