Geometrically outside-lying transistors - at least at one side - experience a different environment than inside-lying transistors. Changes of the physical/geometrical environment affect changes of electrical parameters, especially of the threshold voltage. Dummy transistors ensure that all active transistors between them "see" the same physical environment all around.
