Image processing platform

Hi,
I want to make my own image processing application for desktop. I am confused which platform/environment I should use for this. If I am using matlab then how can i convert it into .exe file so that other windows computer can also use them. Which other option do I have other than matlab for image processing.

You can try free open source image processing lib https://opencv.org/.
It is C, C++ based.
