this is not aneasy quesiton, now if we are talking about a bulb which radiates light due to heating an element, well, i believe that it will not have a sufficient time to cool down 50 times a second, it will cool a little bit which is almost un-noticable, a good prove for this argument, if you have a video camera, it will take 25 images per second, so if the bulb is really flashing, then at least half of the images taken by the camera must be black which is not really happening.
if you have an led operating on a proper voltage at 50 Hz, then it will surly flashes 25 times a second since it will work only in the positive part of the sine wave cycle of the electriciy

Nope! You are wrong! An LED will SURELY flash 50 times a second as there are 50 "positive parts" of the sine wave per second at 50[Hz] (the LED must be protected against the inverse voltage!).

As to the original question:
The luminous intensity of a common bulb does not depend on the polarity of the current flowing through it. Therefore there are 100 peaks of it per second at 50 [Hz].

Hi there,
you are alsking absolutly right, I was wrong, a a 50 hz contain 50 ful sine waves, so its 100 peaks,
regarding the led, well most of the circuits that contains a led indicator connected directly on 220v suply is simply a very heigh resistor and an led in series, it will work only in the positive period, actuall,y, it depends on how u r connecting the led ! , if you put it in parallel of a dc power supply with a resistor in series, then it will never blink
