Identify ICs. Are they Transistors?

The identifier prefix Q suggests that they are (double) transistors. They have a standard pinout similar to 3-pin SMD types, I would check the type (BJT, MOS) and polarity with a diode tester.

I wouldn't trust this result without doing more part number searching, although it may be right, who knows. It says it could be a SOT363 dual BC847.

I would look for other websites where you can search SMD by number or the pdfs on page 1 of Google for SMD part identification in case they're of use too.
 

Double transistors, indeed.

Whether they are bipolar or MOS, same polarity or complementary that has to be tested.
