IDE interface for "Xilinx spartan3 starter kit"

xilinx ide interface

Dear friends,
I want to place 2 IDE interfaces (Host & Device) on Xilinx spartan3 starter kit. I think I should place these interfaces on A2 and B1 expansions.
I should design 2 boards for implementing IDE terminations.
Counld you help me for designing these boards?

I have another question too:
IDE interface is 3.3v bus. Can I connet its signals to spartan3 pins directly
or a voltage conversion is needed?
