i want a code for VHDL to attach external data files

please give me a solution
 

hiiii..........
i want to save a text file permanent in ROM of fpga board.
How i will done coding for this i will not understand .(i will use PRO ASIC 3 ACTEL BOARD which internal ROM is 1Kbits)
and i also do not understand about the clk .
