I/O Vdd and Gnd pads in layout

Dear all,
I am using tsmc18rf library for desinging my circuit n Cadence. I want to put I/O Vdd and Gnd pads in my layout, but I can not find them in my library. Should I install another Library for pads?
Does anyone have the above menteiond library?

ya you can creat an library and use that but why do want pad only...?
