i need help on the design of voice message enabled traffic light systm

pls, i want to design a system that would be able to give coded voice message as well as control traffic system. i ve done the code for the microcontroller for the traffic light system but am having some problems with the voice message handling section....pls, i need an urgent help.
 

There are IC's that will speak particular words when you input command codes. A memory bank is needed (either internal or external) which contains digitized words.

Example, a countdown telling pedestrians how many seconds remain before the light changes.
