Sure first create C shaped sections using matlab import the point to IE3D the place the ground plane and subtract the C section you get slotted ground plane
 

I'm very sorry, but I can't understand, can tell me what to do step by step,,,, I have matlab
 

can any1 help me how to import capacitor on the designed patch in ie3d??
