I agree with FvM, all this circuit does is sequence the LEDs, one by one. The LM386 is not the best device to use and may not be stable without a low impedance load and there is a possibility of the LEDs being damaged by reverse polarity.
Google for LM3914 and LM3915, they are LED bargraph drivers. The 3914 has a linear response, the 3915 is logarithmic. For audio you normally want logarithmic so the LM3915 would be best choice. The data sheets normally have schematics for audio level meters in them.
