Humidity requirement for soldering

I was looking in one soldering standard that says "The relative humidity at room temperature of the facility shall be maintained at 55 % ± 15 %." What does it means 40 % to 70 % ? or ± 15 % of 55 ?

it means 40 % to 70 %

Btw: I don´t think the humidity is necessary for the soldering process. I rather guess you needs some minimum humidity to keep ESD problems low.

The humidity at the soldering place may not be highly relevant; but the humidity within the solder paste is very important as becomes steam and explodes.
 

humidifier, is that a device ? can we use that in the clean room environment ?

yes, humidifier is widely used in clean room for getting a higher humidity level when the RH is lower than spec .
It is also can be found in many PCB production house either .
