How will the Xilinx Memec board assign memory addresses?

hai,

i need help about xilinx memec spatran ii ELC board.



i want to know how they will assign memory address for each device like jtag,uart,sram vga.


they give some address in example.

how they assign.

any one know how assign the address.

also i want to address of the vga porty.
