How to write the emulation code for ROM?

i read your request and .I don't know what you need ..
emulation code .. VHDL code ..verilog code .?

what kind of emulation ?
 

I want use EEPROM at PIC to send data to other IC but that IC think that it already connect to the standalone EEPROM.

So this I want. Can somebody show me....
